Discussed on 6/29/2017 - agreed to defer from 2017 errata release. --- The work group made a decision a number of years ago to relax this constraint everywhere. It appears as if this is one reference that was missed. To Do - Rick to identify minutes where the decision was made. We will need to defer this until we get the reference to the minutes.

This reference/@value SHALL begin with a '#' and SHALL point to its corresponding narrative (using the approach defined in CDA Release 2, section 4.3.5.1) (CONF:81-15969).

      Proposed Wording

Everywhere else in C-CDA we relaxed the constraint regarding reference/@value from SHALL to SHOULD. Recommend doing the same here, changing CONF:81-15967 from SHALL to SHOULD.
