Several of the document templates require a /ClinicalDocument/componentOf/encompassingEncounter element but there is no guidance on which code system to use for those encounters. For consistency with the Encounter Activity (V3) template (2.16.840.1.113883.10.20.22.4.49) I recommend we copy conformance rule 1198-8714 into the header and state that encompassingEncounter/code SHOULD use the EncounterTypeCode value set.
