Existing Wording

The value Set binding for the Note Types value set in the Notes Section template does not include a binding strength. SHALL contain exactly one [1..1] code, which SHOULD be selected from ValueSet Note Types urn:oid:2.16.840.1.113883.11.20.9.68 (CONF:3250-16892). This should have been fixed when the errata was processed to explicitly DYNAMIC identify dynamic bindings in the C-CDA templates. (Likely missed due to changes only being made to the main C-CDA R2.1 specification.) The DYNAMIC binding strength is correctly stated in the Companion Guide where this value set is also used in the Note Activity template [act: identifier urn:hl7ii:2.16.840.1.113883.10.20.22.4.202:2016-11-01 (open)]. This code SHALL contain exactly one [1..1] @codeSystem="2.16.840.1.113883.6.1" LOINC (CONF:3250-16941). This code SHOULD contain zero or more [0..*] translation, which SHALL be selected from ValueSet Note Types urn:oid:2.16.840.1.113883.11.20.9.68 DYNAMIC (CONF:3250-16939)

Proposed Wording

Correct the binding strength in the Notes Section template to: SHALL contain exactly one [1..1] code, which SHOULD be selected from ValueSet Note Types urn:oid:2.16.840.1.113883.11.20.9.68 DYNAMIC (CONF:3250-16892).
