Existing Wording

Under Social History Tobacco Use Template it indicates a SHALL value set shown below but NIST fails with one of the codes in that value set, Smokeless tobacco non-user 451381000124107

Value Set: Tobacco Use urn:oid:2.16.840.1.113883.11.20.9.41
(Clinical Focus: Detailed classification of a patient's smoking behavior),(Data Element Scope: Condition),(Inclusion Criteria: Contains all values descending from the SNOMED CT 365980008 tobacco use and exposure - finding hierarchy excluding temporal findings such as 'Former Smoker' 'Never Chewed', etc'),(Exclusion Criteria: ) This value set was imported on 6/29/2019 with a version of 20190319.

Proposed Wording

Update the specification to clarify which codes in that value set are excluded and how they should be reported if not in Tobacco Use OR have VSAC update their documentation to include the codes from that value set so that it does not produce NIST failures. There was a document from 2017 stating that the code was missing from VSAC and it appeared it was going to be updated but perhaps it wasn't.
