      The value in substitution impacts on what the drug actually means - i.e. am I ordering exactly this drug or am I ordering something with the same ingedients or am I ordering something with the same effect. It's not really safe to interpret the drug if you don't understand the substitution rules, which is the essence of what it means for an element to be a modifier
