      QA 4a says "Coded values should draw from external code systems as much as possible. If defining a CodeableConcept, FHIR-specific codes must only be used when no external code systems apply....Preference is to use international code systems SNOMED..."

      Condition.category (CodeableConcept) value set has FHIR defined codes, but PCWG May 26, 2016 conference call discussed the possibility of switching the value set to use SNOMED CT (e.g. 282291009 Diagnosis, 55607006 Problem)
