Provenance is about capturing the change to a record. However, the value set includes statuses, not state transitions. As well, the states are v3 states which don't necessarily align with FHIR states. Suggest updating the terminology to include v3 state transitions and look to ensure all FHIR states are covered too. (For example, there's nothing that handles "suspended" or "modified", "activated", etc.)
