I recommend updating scope and usage to instead say "It is not intended to be used to define types of "potential" goals as part of an order set or protocol. These requirements will be supported as part of PlanDefinition". We should consider adding this (when to use Goal vs PlanDefinition) to Boundaries and Relationships section, too.
