The metadata used for the CDS-authored knowledge artifacts and the infrastructure knowledge artifacts needs to be harmonized. It's not clear that the meta data needed for a StructureDefinition or ValueSet are significantly different than they are for PlanDefinition or Library. As well, many of these elements are not used exclusively for CDS so the 80% needs to be evaluated in that light.
