      The Consent use-cases for Privacy seem to be limited to "Sharing". Yet under Privacy Principles there should also be Privacy Consents that forbid or authorize 'Collection". This is often implied in "Treatment" scenarios. However in the context of FHIR, there will be use-cases where it is important that the Consent (Privacy) be specific to authorizing "Collection", "Use", and "Disclosure".

      Note it is not clear if "Sharing" is "Use" or "Disclosure" or both.
