How are relationships to be handled? the relationship between the user and the patient (e.g. care-team, mother, son, guardian, lawyer, law-enforcement)?

This is sometimes obvious where the actors can be identified as FHIR objects (care-team), but even in this case it requires capturing the concept in a CareTeam resource. Is this limitation acceptable?

More generally is there a Consent.except.actor.role coded value available for these relationships?
