A common vector that identifies data controlled by a consent rule is one that identifies the author of that data.
Block access to any data authored by Dr Bob.
I think this seems to be one use of Consent.except.actor.role; to identify a role of author, and then identifiy the individual in actor.reference. This is a different use of actor, to identify data; from other uses of actor, to identify user to whom access is granted or denied. An Element should not have two different meanings.
Would it not be more clear to have an element of type Reference for author of data?
Or is this use-case to use Consent.except.data; with a new vocabulary to the meaning? That is Consent.except.data.meaning == author; and Consen.except.data.reference==DrBob
