CQI - Make FHIR AuditEvent Mandatory, IHE ATNA Optional

      Given that the primary focus of the QI-Core specification is interoperability of clinical quality information, we see no benefit to making a strong prescriptive statement about exchange of audit logging information. The intent of the Privacy, Security, and Consent discussion is to ensure that patient information is handled correctly wherever it is exchanged, but the QI-Core profiles do not involve or require exchange of the audit information.

      We will add a reference to the FHIR Implementer's Safety Checklist as suggested.

      Since this is a FHIR-based specification and consistent with FHIR STU-3 Implementer's Safety Checklist #9 (http://hl7.org/fhir/2016Sep/safety.html), please make AuditEvent mandatory for audit logging and IHE ATNA secondard.

      Current:

      "Systems SHALL use either IHE's ATNA standard for audit logging or an equivalent using the AuditEvent resource."

      Proposed:

      "Systems SHALL use the FHIR AuditEvent resource for audit logging. Systems MAY use IHE's ATNA standard for audit logging."
