      It is appropriate to capture a "refuted" Condition record if the Condition was considered present and subsequent evidence refuted it. Specifically, Condition.verificationStatus can convey refuted. The corresponding evidence of that refutation can be conveyed in Condition.evidence.

      Comment:

      There are certainly cases where condition and observation seem distinct (diabetes, skin color), but there are others where the distinction isn't so clear (complaints, injuries). If the resources cannot be merged (leaving the key semantic distinction of "things to keep an eye on" to the Concern class), then they should at least be similar enough to handle similar operations similarly (viz., modifiers such as absence & risk, qualifiers such as severity). Or, failing that, guidance around how similar operations might be expected to behave (e.g., query conditions with verificationStatus="refuted" + observations with value="negative")
