      Agreed by HL7 DoF, PoCD, and PHD/Continua teams/working groups.
      Propose the correct reference is to the Terminology Bindings in which the ISO/IEEE 11073-10101 Medical Device Communication Nomenclature is the recognized international standard (http://www.hl7.org/FHIR/2016Sep/terminologies-systems.html). The correct URN and OID are: "urn:iso:std:iso:11073:10101" with OID: 2.16.840.1.113883.6.24.
      The IEEE standard is available at ieee.org and an on-line source of this nomenclature is available at rtmms.nist.gov (NIST's Rosetta Terminology Mapping Management System which has a Royalty Free Agreement with IEEE to make the terminology [specifically five attributes: "Reference ID", "Terminology Code", "Description", "Systematic Name", and "Common Term"] available for development of IEEE 11073 compliant products).

      Proposed Wording: Replace the link to https://rtmms.nist.gov/rtmms/index.htm#!hrosetta with a reference ot the IEEE 11079 10101 coding system already specified.

      Comment:

      This resource points to an external NIST server instead of specifying the coding sytem. This is inconsistent and incorrect. The Terminology Bindings section indicated IEEE 11073-10101 but the link takes you to "https://rtmms.nist.gov/rtmms/index.htm#!units" instead of urn:iso:std:iso:11073:10101 in http://www.hl7.org/FHIR/2016Sep/terminologies-systems.html or value set based on 11073:10101
