      Proposed Wording: Edit the current wording as follows: In addition, Privacy Consent Directives provide the ability for a healthcare client to delegate authority to a Substitute Decision Maker proxy who may act on behalf of that individual. Alternatively, a client a healthcare consumer may author/publish their privacy preferences as a self-declared Privacy Consent Directive.

      Comment:

      During discussions about the term "substitute decision maker" being idiosyncratic that is not widely used, and inherited from the HL7 Security and Privacy DAM, the CBCC WG seemed to approve Ioana's suggestion of using a more generic term "proxy" to include any type of guardian, executor, personal representative etc. to whom grantor privilege had been delegated by the subject of the consent or by policy, as in the case of a minor or incapacitated person. Client is also inherited from the DAM, and is a term used to refer to social service consumers. The CBCC WG decided to use healthcare consumer and consumer rather than client or patient.
