      Combine DiagnosticRequest and ProcedureRequest resources, such that

      Orders & Observation work group owns the new resource, but will consult with Patient Care.

      Use the resource name ProcedureRequest (broader name)

      Superset of all elements across both ProcedureRequest and DiagnosticRequest will be combined into the new combined resource

      Profiles and/or implementation guides can be used to further distinguish, if necessary.

      Comment:

      Now that DiagnosticRequest has all the same data element concepts (but named differently), what is the use case for this resource over DiagnosticRequest or should it be removed? Can we clearly document the different use cases? Can we also align the element names? For instance, DiagnosticRequest has occurrence[x], but ProcedureRequest has scheduled[x] to represent the same thing.
