      FHIR policy is not to use "itemId" as that's redundant and "id" already exists with something different. Given that purpose is linking, will leave the name as is

      Will change the short definition of Questionnaire.item.linkId to "unique id for item in questionnaire".

      For QuestionnaireResponse.item.linkId: "Pointer to specific item from Questionnaire"

      Will also make the linkId 1..1 in both

      Existing Wording: To link questionnaire with questionnaire response

      Proposed Wording: Unique reference identifier for question, where the item in a Questionnaire and QuestionnaireResponse each have the same value to show they are asking & answering the same question.

      Comment:

      Better describe what the linkID is in the structure blurb, and rename "linkID" because the word 'link' has a very specific meaning in that it should be a pointer, and it's not in this case. It's just a static identifier which should be the same in both a question & its answer.

      The Description/Constraints blurb for this element on these two resources is very confusing. The actual item definition is better, but it's very hard to understand just from looking at the structure representation which should be fast & easy.
