The Condition.severity value set contains 4 values: fatal, severe, moderate, mild

Fatal is an outcome, not a severity measure

The other 3 values are very subjective in nature, will require clear definition for them to be of value in clinical use

Suggest either remove fatal as a value or replace it with "life threatening"

Suggest define "severe" as - potential to cause serious organ structure and/or function disruption (to differentiate from "fatal")

Summary:

Drop fatal or change it to life threatening
