      This was discussed in a joint PA/PC WGM per meeting minutes, http://wiki.hl7.org/index.php?title=2016-05-11_PA_WGM_Minutes#Wednesday_Q2, in context of whether Encounter.participant should reference CareTeam. The discussion concluded with an understanding that the CareTeam is a planning resource whereas Encounter.participants reflect actual participation.

      There are many use cases in which the use of CareTeam are unplanned, e.g. in case of medical emergency, disasters, diseases outbreak responses, etc

      Suggest change definition:

      a group of participants formed to coordinate and deliver services (including health care) to a patient, group or community
