      The target state when you move from "suspended" is "active". Resume is just the transition that takes you from one to the other, it would never appear in "status"

      ReferralRequest.status - missing "suspended" and "resumed" values

      Use case: a referral request may need to be suspended, e.g. another medical condition may eventuate to become higher priority, patient has initiated an unplanned travel due to family emergency, etc
