It is understood that "modifier" changes the meaning of a concept, e.g. family history changes the meaning of condition from that of a patient to family member, differntial diagnosis changes the meaning of diagnosis somewhat

Laterality (e.g. left hand, right hand) does not change the meaning of hand, merely refine the concept. Therefore, it should be a qualifier, not a modifier
