      We will add support in the spreadsheet to declare an FMM-level. For XML-authored extensions, they can use the existing extension we already use for declaring FMM levels for resources. Grahame will update the tooling that generates the registry to expose FMM levels on extensions and profiles for those that choose to declare it. (And we'll announce to committers chat once the tooling is in place.)
