Existing Wording: The meaning of the Coding is defined by the code. The system provides the source of the definition of the code, along with an optional version reference. The display is a human display for the text defined by the system - it adds no other value.

I think the bolded statement should be removed or GREATLY softened. Without the display name, no one, including the user at the input screen can tell whether things are working right. For example, if the users fingers slipped, and they picked a code one row down in the menu from the one they wanted - in debugging messages, it is impossible to verify correctness without some display text to verify the meaning. Those who have worked with messaging and screw ups over the years treasure the inclusion of the display text. And that is the reason why V2 Implementers are strongly encouraged to include the display text in the message along with the code, and they almost always do.
