      Ability to allow multiple values in one observation value -

      Would still like to pursue this a bit. You do allow it for the sampling data type. Why couldnt it be allowed perhaps as a new data type (which I actually proposed to V2), which would be called a list and apply only to coded data types? The range is in some way a list- but am happy with that as it is.
