      Proposed Wording: The CarePlan resource can be used to describe more sophisticated requests for combinations of services and DiagnosticRequest may be referenced as part of a CarePlan. Note that in a Care Plan, the DiagnosticRequest may be more of a recommendation or proposal that the request be performed, sometimes by a different provider, rather than an actual order, so the actual diagnostic request may have to be initiated separately from the Care Plan.

      Comment:

      I think there's more nuance around the reference from a Care Plan to a diagnostic request. It's different from the diagnostic request as an order placed by the provider through, say, CPOE.
