      Add ProcedureRequest.doNotPerform boolean 0..1 default=false modifier=true

      If true, indicates the request is to NOT perform the specified action

      Usage notes: In general only the code and timeframe would be present, though occasional additional qualifiers such as body site or even performer could be included to narrow the scope of the prohibition.

      Add some language to indicate double negation will reinforce prohibition rather than double negative interpretation.

      Can a 'prohibited' element be used to indication that the procedureRequest should not occur - e.g. Do not ambulate, Do not elevate HOB, Do not flush NG tube, etc?
