      Existing Wording: The concepts in this code system are created in an HL7-FHIR specific code system.

      Comment:

      Where possible, I propose we use SNOMED CT for these concepts. The SCT concepts can be proposed to be included in the set of SCT concewpts to be made freely available by IHTSDO through HL7. The definitions are consistent with the presumed definitions in SCT and should be proposed to IHTSDIO as the official defnitions for these two SCT concepts. By using SCT concepts use of the FHIR resource is improved via potential ties to other SCT concepts for those implementers that choose to use SCT in general. For those that do not use SCT, use of the proposed SCT approach does not decrease the usability of the system when implementers only have access to the "freely available" SCT concepts.

      Consider: Allergy to substance (disorder)|419199007 and it may be necessary to add a new concept for "Intolerance" as (usefully) defined here.
