      Comment:

      This module digs deep into rationale rather than capability. Focus should not be on "why did we do this?" but rather "what are the components of the ontology model and how/when are they relevant to the implementer?" I.e. Appeal to the person who might be using the standard, not the person who's approving it. (The content might end up being similar, just target it/order it differently.)
