Comment:
The devil for order sets lies in the details. From the example, it is not clear how one represents an orderable item, its details, and its constraints and behavior. I suggest that we have a few example here or elsewhere that shows precisely how an orderable catalog item is associated with a specific detail model which can have default and precheck settings and value set constraints that are based on the orderable catalog item associated with the details (codeset scoping for, say, frequency, route of administration, etc... of a strength med vs a volume med for instance).
