      Existing Wording: Although the MeasureReport is conceptually an Observation, there is enough specific information required to support the quality reporting use case to warrant a separate resource.

      Comment:

      In the grander scheme of things, everything that is a name-value pair is an 'observation'. Thus, how does one know whether to create a new resource or define a profile on observation? My take is that in cases where significant extensions and constraints would be required, a new resource is probably warranted. Moreover, a MeasureReport probably deserves a resource of its own given its importance and the fact that its overlap with Observation, beyond the fact that both have a value, is not great. Lastly, it seems that a MeasureReport is a document rather than a clinical statement.
