Should also probably clarify the relationship between an experimental artifact and a non-experimental artifact in draft state. E.g., is it reasonable to start an artifact in experimental stage, do draft, then active through testing, then transition that to non-experimental and active because it's already been tested? Or should it be that anything that is anticipated to see production use following testing be flagged non-experimental to begin with?
