      Existing Wording: The MeasureType value set contains 2 concepts- process and outcome.

      Proposed Wording: Add conecepts for "structure" "patient reported outcome," and "composite" as defined by NQF and used in the CMS measure endorsement process (CMS MMS Blueprint).

      Comment:

      While to date, most eCQMs are process or outcome measures, CQL and FHIR could be used to define structure measures, specifically those that evaluate health IT. Additionally, the measurement field tends to differentiate between Outcome measures, which are clinical outcomes, and Patient Reported Outcome measures, which include measures of patient engagement and experience. Finally, a "Composite" measure is a combination of two or more individual measures that results in a single score. There are existing Composite eCQMS. Adding these concepts will provide measure developers with a more concise set of descriptors.
