Existing Wording: G.7.1.2.3. "Measure observations are not population criteria in that they do not determine whether or not a patient is to be counted in a measure."
Comment:
This differentiation is unecessarily complex. Measure observations define computations to be performed on measure populations. They are not a unique population, but they do include population 'criteria.' I have not seen the definition provided in past and question its value. Also question where measure observations would be specified, if not in the population criteria as they are currently.
Summary:
Modify section G.7.1.2.3 discussion concerning Measure Observations.
