      Agreed, we will provide additional documentation to clarify the difference between the actionDefinition element of a PlanDefinition and the ActivityDefinition resource itself.

      However, the distinctions are important and should be preserved, albeit with better documentation.

      In particular, we will add a diagram illustrating the concepts and relationships involved.

      Existing Wording: PlanDefinition.actionDefinition = Action defined by the plan

      PlanDefinition.actionDefinition.ActivityDefintion = Description of the activity to be performed

      Comment:

      How is actionDefinition different from ActivityDefinition?

      Both are defined action or activity to be performed

      It is far more logical to:

      (1) harmonise actionDefinition and ActivityDefinition, and

      (2) PlanDefinition reference the harmonised ActivityDefinition, triggerDefinition, relatedAction and other relevant resources

      Summary:
