Existing Wording: OID: 2.16.840.1.113883.4.642.2.languages (for OID based terminology systems)

      Comment:

The proposed OID is defined as the RFC5646 language tags. There is no OID for the ever-changing BCP47. This replaces 2.16.840.1.113883.6.121. No idea what the oid given by FHIR means.

The definition at HL7 OID reg: The code system used to uniquely identify a language as described in the RFC5646 (http://www.rfc-editor.org/rfc/rfc5646.txt) as defined in the "current" specification of BCP47 (http://tools.ietf.org/html/bcp47). The elements needed for the code system are provided by the IANA Language Subtag Registry (http://www.iana.org/assignments/language-subtag-registry) Usage of the code system is best explained by http://www.w3.org/International/articles/language-tags/Overview.en.php and http://www.w3.org/International/questions/qa-choosing-language-tags. The CLDR - Unicode Common Locale Data Repository project is a source for application libraries to support implementing this code system.
