      All QICore extension definitions should be at either the resource level or global. None should be inlined in the actual QICore resource profile. That is, extension definitions should be defined in their own resource extension spreadsheets (i.e., procedurerequest-extensions-spreadsheet.xml) or in the global extension spreadsheets (e.g., pharmacy-extensions-spreadsheet.xml) but not in the QICore profile for the given resource (e.g., procedurerequest-profile-spreadsheet.xml) given that they are core extensions much like DAF extensions.
