      Proposed Wording: Add CodeableConcept as a type

      Comment:

      In the medication profile for QICore Medication.ingredient.item should have three types: two references and one codeable concept. It appears the codeable concept was added later in STU3 but our profiles have not kept up with the latest STU3 version. This need to be fixed.
