      Create the new value set that contains the same languages as the current valueset but that excludes dialects. Will consider adding specific dialects when needed (e.g. Spanish).

      The existing value set works ok for languages associated with written artifacts (where the difference between US, UK and other English variants are relevant, for example). But doesn't make much sense for spoken/understood language - things like what does a Practitioner or Patient understand. For that, noting the dialect is generally not useful or, at best, an extension.
