      Structures like DosageInstruction, Section need to have modifierExtension - i.e. be inherited from BackboneElement, not Element. As well, they need to be labeled and described as a different construct than "data type" - because they aren't really.

      As part of this, should consider whether the StructureDefinition.kind should change to explicitly distinguish true data types from reusable structures.
