When you look at the http page, there's a list of all of the operations. To most people, that looks like a table of contents. So the temptation is to click on the operation of interest. In doing so, they skip past a whole bunch of "common stuff" that applies to many of the operations. We need to somehow call out that there's a section that covers common considerations so people are less likely to miss it. (And perhaps consider putting it after the operation-specific stuff. Or put references to the relevant common stuff inside each operation section.
