Case is the following:

An ambulance dispatch central (organization) would like create a task for each ambulance (location) that is to drive to a crash site (currently the basic resource as there is nothing that really models an accident). Currently, Task.context can only point to Encounter/Episode of Care. Could Task.context be opened up to point to other resources - in my case I guess 'Any' would do
