Resources & pages for normative aren't all at FMM 5

      FMG will document (and make community aware of) an expectation that:

      1. In order to ballot content as normative, work groups must either have the tracking spreadsheet complete showing that the artifact meets criteria for FMM 5 or receive FMG dispensation to proceed to normative ballot on the presumption that FMM 5 will be met prior to publication. (This policy will not be retroactive)

      2. Prior to normative publication, all artifacts slated as normative shall have all criteria for FMM 5 and 6 documented in the tracking spreadsheet. If an artifact is not appropriately documented, publication will be delayed until the documentation is complete or the artifact will be dropped to STU.

      We have a tracking spreadsheet that list the criteria for pages, resources, value sets and operations to be considered FMM 5 (which is a pre-requisite for normative). For resources, several are still below FMM 5. For non-resources, the tracking spreadsheet is generally empty, meaning there is no formal documentation to support an FMM level above 0. This work needs to be completed prior to the content going to normative ballot. It impacts all work groups submitting candidate normative content - FHIR-I, Vocab, OO and PA. Expectations need to be clearly expressed to work groups and issues identified with doing this need to be resolved earlier rather than later.
