The current wording is boilerplate templated language that is common to all resources that are based on MetadataResource (including most Conformance, Terminology and Definitional Artifacts resources). This language can't be changed, but additional text can be appended, so will add additional text so that it reads as "Additional identifier for the value set (business identifier)".
