Will add a new 'subsumes-response' value set that defines the four codes for 'equivalent', 'subsumes', 'subsumed-by', and 'not-subsumed' and their associated display terms and definitions. Will update the 'binding' column to "required". The $subsumes operation 'outcome' parameter documentation text will be updated to read as: The subsumption relationship between code/Coding "A" and code/Coding "B". There are 4 possible codes to be returned (equivalent, subsumes, subsumed-by, and not-subsumed) as defined in the subsumes-response value set. If the server is unable to determine the relationship between the codes/Codings, then it returns an error response with an OperationOutcome.
