      The use case for minimum source[x] and target[x] cardinality of 0 is the requirement in $closure initialization to return an "empty" concept map (see GF#12314).

      Value sets can be used to provide context in any mapping situation, with either explicit or implicit code systems, and "all codes" value sets are available for use when appropriate. So it is correct that the mappings are expected to be in the content of value sets.

      Existing Wording: Mappings between code systems are only defined in the context of the specified source and destination value sets - they are specific to a particular context of use.

      Comment:

      But in the resource content, both source[x] and target[x] are 0..1.

      Also in the comments: If there is no source or target value set, the is no specified context for the map.

      This is conflict with the highlighted notion.
