For all of the different effective elements, why is there a choice between effectiveDateTime and effectivePeriod? The Perriod data type allows the Period.end element to be missing, effectively indicaating that the period is ongoing. This seems conceptually similar to using the effectiveDateTime element. Can this be simplifed just to be a period?
