      The initial section of the documentation for ValueSet states:

      4.8.1 Scope and Usage

      The FHIR terminology specification is based on two key concepts, originally defined in [HL7 v3 Core Principles

      CodeSystem - defines a set of codes with meanings (also known as enumeration, terminology, classification, and/or ontology) - e.g. define which codes (symbols and/or expressions) exist, and how they are understood

      ValueSet - selects a set of codes from those defined by one or more code systems to specify which codes can be used in a particular context

      This text and the linked references to the CodeSystem resource and V3 Core Priniciples describe the differences between code systems and value sets and the CodeSystem and ValueSet resources specifically. Without specific suggested wording being supplied, there doesn't seem to be a clear indication of anything that needs to be added or modified.

    • Clarification

      Existing Wording: Documentation lacks clarity and implementers remain confused as to the difference between a CodeSystem and a ValueSet.

      Proposed Wording: Since the beginning, folks were led to believe that there is only a 'system'. Documentation needs to state clearly that a CodeSystem defines and publishes the coded concepts and therefore declares their meaning. A ValueSet is a groupoing mechanism that associates a group of coded concepts for an identified business purpose (may be binding, UI, others).
