      Right now, the rules around requesting _summary=true are so loose that servers are compliant regardless of what they return. They don't have to return all "summary" elements and they aren't limited to returning only "summary" elements. We need to decide whether we want things this loose and, if so, what difference in terms of conformant behavior for us to declare something as "summary" or not.
