Draft = The request/*plan *has been created but is not yet complete or ready for action
Active = The request/*plan *is in force and ready to be acted upon
Suspended = The authorization/request/*plan *to act has been temporarily *halted *but is expected to resume in the future
Cancelled = The authorization/request/*plan *to act has been terminated prior to the full completion of the intended actions. No further activity should occur
Completed = Activity against the request/plan *has been sufficiently completed (*delete "to the satisfaction of the requester")
Entered-in-error = This request/plan should never have existed and was voided. (It is possible that real-world decisions were based on it. If real-world activity has occurred, the status should be "cancelled" rather than "entered-in-error".)
